Statement on environmental and social screening needed for EU IPA Trust Fund
These procedures aim at addressing both the requirements of the Montenegro legislation and the World Bank safeguard policies, as the institutional body responsible for administering the EU/IPA funds through an established Trust Fund.
This excerpt is meant to illustrate the adequate environmental safeguard provisions which shall be in place prior to approval of the new Project financed by EU/IPA and administered by the World Bank Trust Fund.

Results of the complaints process for rejected applications under the Fourth MIDAS call for grants
Complaints procedure for the Fourth call for MIDAS grants was harmonized both with national legislation and the World Bank procedures, as it was the practice for the previous calls for grants. It was established Complaints Handling Mechanism Guidelines, harmonized with the World Bank Team who monitors MIDAS Project. General results of the complaints procedure are in the table below:

Of the total received 425 applications for the Fourth call, grant agreements were signed by 244 producers, while 181 applications were rejected. The Ministry of Agriculture and Rural Development received 79 complaints that were reviewed by the Complaints Commission.
Of this number 31 complaints were accepted as reasonable, namely it was back into regular procedure, whilst the other 48 complaints were rejected. The total amount of planned investments for these 79 producers is € 2.681.025,97 while amount of grant support is € 1.340.512,99 (50%). The total amount of 31 accepted complaints is € 923.946,24, while our possible grant support is € 461.973,12.
This accepted complaint need to pass through regular procedure by the Evaluation Commission (Sector for Payments).

Complaints procedure for the Second and Third calls for MIDAS grants was harmonized both with national legislation and the World Bank procedures, as it was the practice for the previous First call for grants. It was established Complaints Handling Mechanism Guidelines, harmonized with the World Bank Team who monitors MIDAS Project. General results of the complaints procedure are in the table below:

Of the total received 149 applications for the Second call and 50 applications for the Third call, grant agreements were signed by 112 producers (II call), i.e. 34 producers (III call), while 34 applications (II call), i.e. 13 applications (III call) were rejected. The Ministry of Agriculture and Rural Development received 6 complaints (4+2) that were reviewed by the Complaints Commission.
Of this number only 1 complaints were accepted as reasonable, namely it was back into regular procedure, whilst the other 5 complaints were rejected. The total amount of planned investments for these 6 producers is € 107.020,10 while amount of grant support is € 64.212,05 (60%). The total amount of 1 accepted complaints is € 11.820,44, while our possible grant support is € 7.092,26.

Results of the complaints process for rejected applications under the First MIDAS call for grants
Complaints procedure from the First call for MIDAS grants was harmonized both with national legislation and the World Bank team which monitors the MIDAS project, and Complaints Handling Mechanism Guidelines was established. General results of the complaints procedure are in the table below:

Of the total received 780 applicatuions, through the first round of evaluation 309 applications were approved, while 441 were rejected. Of the total rejected applications, there were 156 filed complaints that were considered by the Complaints Commission (Second instance commission). Of this number 39 complaints (25 %) were accepted as reasonable, namely they were back into regular procedure, whilst 117 complaints (75%) were rejected. The total amount of planned investments for these 156 prducers is € 4.527.441,78 while amount of grant support is € 2.263.720,89 (50%). The total amount of accepted complaints is € 809.657,92, while our possible grant support is € 404.828,96.
All these accepted complaints need to pass through regular procedure by the Evaluation Commission (Sector for Payments).
To date there are 24 signed grant agreements with producers who are from complaints procedure in the total amount of investments € 512.588,56, while the amount of grant support is € 256.294,28. Remaining 15 complaints (of the total 39 complaints that were back into procedure) are still in the process of approval or were rejected as unreasonable.
For accepted complaints as reasonable by the Second instance commission, which were returned into procedure and after revision evaluated positively by the Evaluation Commission, were issued Decisions on adoption of applications and prepared Grant Agreements. Decisions on rejection of applications were issued for rejected complaints as unreasonable.
